On June 30, Armenia’s Parliament ratified the Russia-Armenia United Regional System of Air Defense in the Caucasian Region, thereby moving it to the operational stage. The agreement was preliminarily signed in in Moscow by Armenia’s and Russia’s defense ministers in December 2015, on the basis of analogous accords with Belarus and Kazakhstan in 2009 and 2013 respectively. While the approval was accompanied with speculations on how Armenia could benefit from the accord, Moscow’s potential to exploit the agreement in its anti-Western posture has received less attention. In particular, the joint air-defense system presumably constitutes a reinforcing element of Moscow’s anti-access/area denial (A2/AD) capabilities in the eastern flank of the Black Sea region.

Saudi Arabia’s attempt to persuade Azerbaijan to join its anti-terror coalition comprised of Islamic countries has created problems for Baku due to fierce opposition to this coalition from Iran and Russia. Azerbaijan’s leadership subsequently attended the international donor conference on Syria’s future, seeking to become part of an international platform that will limit the country’s involvement to humanitarian affairs. However, while Azerbaijan’s interests and capacity to engage in international discussions about Syria are limited, the involvement of Azerbaijani fighters in the terrorist organization calling itself the Islamic State (ISIS) may require Baku to join some kind of international anti-terrorism coalition in the future, aimed at supporting intelligence sharing and cooperation with the aim of preventing recruitment of Azerbaijani jihadists.

The Turkish Air force’s downing of a Russian Su-24 warplane on November 24, has deteriorated relations between the two states, already tense after Russia’s increasing military engagement in the Syrian conflict. The incident represented the first direct clash between Moscow’s and Ankara’s interests in the Middle East and could potentially extend the geography of the enduring standoff between Russia and the West. Yet it has been met in the West with some understanding of Russia’s concerns. Turkey’s response to Russia’s consistent violations of its airspace coincided with an anticipated accord between Armenia and Russia on the establishment of a joint missile air defense system that will be deployed during a visit of Russia’s Prime Minister Dmitry Medvedev and Minister of Defense Sergey Shoygu to Yerevan.
