EU foreign ministers resolved on 3 October to reduce aid and ban arms sales to Uzbekistan in response to the Uzbek government\'s refusal to allow an independent investigation into the violent suppression of an uprising in the eastern city of Andijon in Ma. While stressing that no decision has yet been made, Fried said that the United States \"will consult with our European friends and evaluate whether what we are doing is sufficient.\" (RFE/RL)
